That was a poorly built civilian nuclear powerplant. Nobody planned to use it as a WMD becouse:
- CCCR had plenty of real WMD
- use of stationary powerplants is rather limited.

Using radiactive waste (or something similar) can be done by using any powerplant and isn't limited to Iraq.
