"24" is playing it on the cheap so we can see paramilitary teams burst into stucco ranch homes in Southern California to tackle the great threats to our nation (as long as they DON'T attack Los Angeles which is the purvey of Jack Bauer, we are safe).

And if cornered and handcuffed, Jack Bauer will simply bite off the neck of this interogator.
