I don't know Canada but I did work with law enforcement in NYS. Often in these cases they don't charge all the crimes in case of "technicalities" or to do further investigation to solidify other charges.

In NY, or the US for that matter, a person charged must be brought to trial in a timely fashion. Let's say they charge him with the 24 but evidence is only solid on 6 at the time of the grand jury, he might get off on the other 18 and not be able to be re-charged. If instead they wait, they can see how the trial for these turn out, all the while investigating and solidifying the new charges.
