In commercial contracts, it stands for Free On Board, which means that ownership of the property passes to the purchaser when the goods pass the rail of the ship. eg. The porn DVDS were shipped FOB Chatsworth.
It also is the doo-hickey on the end of a pocket watch chain. eg. "Hey james, nice FOB on your watch!" "Thanks, Grizz, my great grandad had it made out of slaves' teeth."
In this context, I vote for the first one.
