The organ, which was completely severed, was functional during "clinical tests" this week, said plastic surgeon R K Khazanchi at the state-run Sir Ganga Rama Hospital in the Indian capital.
"It's a very rare operation and the first case of reattachment of a completely amputated phallus in New Delhi," he said, adding that the victim reached the hospital six hours after his penis had been cut off.
Police said the man had carried his penis to hospital in a plastic bag.
"The surgery was done under high magnification using an operation microscope," the surgeon said.
Dr Khazanchi, who declined to identify his 28-year-old patient by name, said the man, a bachelor, would fully recover in three months.
"He can have a normal married life and will experience no sexual dysfunction," said Aditya Aggarwal, another surgeon, who helped in stitching back the penis.
There were no details about how the crime occurred.
