I have never considered the masses as brain dead, there are always clear examples that stand forefront in everyone's mind that stigmatize the lower and middle class. As a whole though, they are clearly the leaders, but obviously misguided by their higher class taskmasters that hold the keys to their success just out of reach. A nuclear weapon is a poor substitute for a mass ideology. The people make the weapon, it is not the weapon that makes the people. Therefor you hold those in the highest esteem who will bring the ideology of peace and security for a global empire to fruition, the people themselves.
