I'm no expert, but basically they've tried to extend the 2257 requirements by creating a nebulous definition of "secondary producer". Depending on how you read it, it makes any website that touches an image/video liable to keep it's own 2257 records, rather than relying on the original producers who actually shot the porn. I believe the Free Speech Coalition is/was challenging this on first amendment grounds, but I don't know what stage that's at.
