Noriega collaborated with the government of the devil too often to be a friend of the brothers of Venezuela. I must admit he did have style though and I loved his narcotics trafficking as a means to soil American society and decay their moral fiber. I plan on "offing" Castro sooner than later so I can be the number one authoritarian demagogue thorn in the side of United Sates of the Devil.
