As I understand it, the winds in Korea tend to blow northward along the coast into Russia. If North Korea ever looked like it was going to start launching on the Korean peninsula, it is likely that the Russians would pre-empt to keep their cities from being irradiated by fallout carried by prevailing winds. The only problem with this theory is the broke-ass Russians. Maybe your USAF gag-factoring idea is better.
