I don't see how you can legislate against certain activity because the participants are more likely to waste the money they earn in that activity - think of all the foosball tables and barber-chairs that went into boardrooms of dot-com companies - how (and where) do you draw the line?

I would suggest that the age of majority cut-off is to limit the sexual objectification of known minors (La Senza Girl, etc. notwithstanding), and not because 17 year olds are more likely do double anals and cream pies to get a new purse.

Personally, I believe that children are the future. Teach them well, and let them lead the way.
