I couldn't tell you country by country, but broadly speaking this has been tightened up in the past couple of decades and standardised at 18. What you have to bear in mind is that it took a long time in some places for the law to catch up with the advent of readily available hardcore porn. Where there isn't specific legislation, then by default it's the age of consent, which in most developed countries varies between 14 and 16. Even here in the UK, it only became illegal to possess porn featuring 16-18 year olds in 2004 - although publication of such material was never allowed. And even then they had to put exceptions in when they realised it could potentially criminalise a husband making home movies with his wife.

Personally, I'm ambivalent. I see the thinking behind the arguments in favour of a higher age, but then I tend to think these girls would make the same screw-up be they 18 or 25. On the other hand I see a logical argument for it to be the same as the age of consent - whatever that may be - to avoid criminalising the mere act of people videoing themselves having legal, consensual sex. Trying to put a number on adult responsibility is always going to fail some people. The higher you set it, the more you are unfairly restricting the freedom of those who are capable of making responsible decisions at younger ages. And some people never grow up.
