No question Tiny Tove appeared in underage situations when she was certainly of age, but Anna's early stuff appears to have been genuinely underage and Little Heidi couldn't have been more than 16 when she first started doing her hardcore. Of course, what goes in Europe is different than what goes here. I've seen movies in Germany in which 15 or 16 year old girls blow horses and it's all sold openly and legally.
