That is generally true, but 'School of Rock' is a special case. The script was garbage, and Black's motives for doing it are clearly the usual Tom Hanks/Robin Williams/Jim Carrey career building...but the movie was directed by Richard Linklater, a film artist and not someone to roll over and play dead for a high concept. There are a least two films running simultaneously in this movie, probably three, but relatively inconspicuously as it's not the usual cheeky self referential fgenre subverting American audacity going on. Linklater is similar to Altman in this way, but is even more European. I'm not saying it's a great movie, but it delivers the laughs built in as well as others and lingers in the memory. It's an achievement of sorts that way.
