In this instance it would be for federal immigration proceedings. When circumstances suggest that someone entered into a fraudulent marriage for the purpose of obtaining a green card and (eventual) citizenship, an investigation will occur.
It could also be family law proceedings. In this situation, one may want to seek an annulment, rather than a dissolution since the "marriage" was a sham to begin with. It would be directly relevant to community property, support and attorney fees issues.
For future reference, if it was a state action, the person would declare to be telling the truth under the "laws of the State of California" (or whatever state the declaration was being filed in). Family law matters are state matters. Immigration is handled in Federal courts.
