ASHLAND -- Police arrested a Medway man yesterday, the day after they say he showed photos of himself nearly naked, wearing nothing but crotchless pantyhose, to a woman outside a Rte. 135 pharmacy.
Theodore Rufo, 42, could also be the same man who had distributed photos of himself wearing nothing but pantyhose, thongs or woman’s high heels for a number of years, Ashland Detective Joseph Magnani said.
In those episodes, someone placed photos of a naked man, wrapped in pantyhose on the seats of cars whose doors or windows were left unlocked, Magnani said. Police could not identify the man because the photo was cropped at the head.

"We had an idea who (it) was, but we couldn’t get a clear identification," he said.
On Wednesday, Magnani said, a woman entering Brooks Pharmacy on Rte. 135 around 3:20 p.m. saw a man staring at her. When she came out, the man had plastered a photo of himself in the pantyhose on his car window so she could see it, Detective Greg Fawkes said. The woman got the license plate number and called the police.
Detectives tracked the plate to Rufo, but the Framingham address was no longer valid, Fawkes said.
Then yesterday, police went to Sears on Rte. 126 on a report about a man stealing an air conditioner. A store clerk provided a license plate number that police said matched Rufo’s car. The car, police were told, was traveling toward Holliston. Fawkes said Ashland notified Holliston Police whose Sgt. Mark Lewis knew Rufo and had an idea where to find him. Rufo was arrested about 3:10 p.m.
"He knew (the suspect) had a caffeine addiction and that he drank 20 to 25 cups of coffee a day," said Fawkes. "So he went to the Dunkin’ Donuts, and there he was."
Rufo refused to answer questions from police, he said. Inside his car, police found several pairs of women’s panties, pantyhose with the crotches cut out, sex toys, photos of himself naked and wearing women’s items, high heels and pornographic magazines such as "Barely Legal," and "Penthouse," Fawkes said.
Magnani said the Framingham Police Department have previously run into Rufo, who works as a maintenance worker at the Fay School in Southborough. The Framingham Police arrested Rufo in a similar incident last year, but the woman did not want to go testify and the case was dropped, Magnani said.
About two years ago, at the Sears on Rte. 126, a man taped a photo of himself on the windshield of a car driven by a 17-year-old girl. The man licked his lips at her suggestively, Magnani said.
Fawkes said he has run into Rufo before. Two years ago, Fawkes said Rufo was acting suspiciously in the Market Basket parking lot on Pond Street. He appeared to be walking around the parking lot looking at various things, he said.
Fawkes said he hid his cruiser after speaking to Rufo. Once the officer was out of sight, Rufo jumped in his car, and sped down the road at about 60 mph, Fawkes said.
"I pulled him over, and there were (sex toys) and pictures of himself in pantyhose, but there was no real crime, so I let him go and told him I didn’t want to see him again."
