Budget cutbacks or re-directed law enforcement makes a difference. In northeastern Connecticut, for example, banks are being robbed left and right by people with no weapons because no one is really doing much about it. They walk in, say they have a gun, and they are given money. They walk out, sneak home, and the cops file a report. The FBI is busy with terrorism and bank robberies are not exactly a priority for them.
