In California, every agent, is required to be licensed and bonded by the state. Failure to do so once resulted in being thrown in jail. Now its more of a situation where the agent can be fined but mostly, if an agent is not licensed or bonded -- talent can ask the Labor Board to force the agent to pay her/him back for all the fees he/she has collected during the representation. And they usually win those complaints.

My guess is not too many of them are really actually licensed. Wonder with all the fact checking, raids, trials when just when will the hammer fall on these guys?
