In California, every agent, is required to be licensed and bonded by the state. Failure to do so once resulted in being thrown in jail. Now its more of a situation where the agent can be fined but mostly, if an agent is not licensed or bonded -- talent can ask the Labor Board to force the agent to pay her/him back for all the fees he/she has collected during the representation. And they usually win those complaints.
