It is 2%. 2 standard deviation. In fact IQ tests are often normalized to have a mean of 100 and a std dev of 15. So in well normalized tests such as Weschler 130 marks +2 std dev.

To Keep you interested, av erect German penis is 14.48cm(about 5.75 inches) from pubic bone. The standard deviation is about 2 cm. so you should expect about 2% of population with 18.5+cm(7.2") dicks. Subtract about 2cm from the above if you consider only the portion of penis above pubic skin.

And then I can talk about racial variation too. But that is another topic. Koreans are about .7cm(.25") shorter but about the same in circumference as whites. However the standard deviation is really small. I forget what it is. Anyway, it takes about 50 white men to produce 7+" dicks while it takes 200 Koreans to do the same. The situation is even worse for larger size and this may explain the lack of big asian dicks. It is not the av size but the variation that is lacking among the asians.

However I was also able to verify that supersmall dicks(less than 4") are much more abundant among the whites . This should be pretty obvious if you know a bit about statistics.
