Steroids do increase bat speed and increase the odds a long hit into the outfield crosses the fence.

There was a recent article on ESPN that tried to estimate how many home runs Barry Bonds* would have without steroids by estimating how many HRs wouldn't have made it far enough due to slower bat speed, and they estimated around 610-615 at this point by subtracting out the ones that probably wouldn't have crossed the fence based on his earlier (supposedly) non-steroid statistics.

In other words while steroids may do nothing for your batting average they do a lot for how many hits turn into home runs.
