I don't know about that. You take the last ten years of Super Bowl Champs and most are primarily pocket passers. Last year B. Roeth. only had 69 yards rushing. The year before that T. Brady only had 28 yards rushing and only 63 yards in '03. Brad Johnson, Kurt Warner Troy Aikman all stayed in the pocket. Brett Farve scrambled when he had to and Elway ran quite a bit but those guys made their mark throwing first and only scrambled as a necessity. Plus the more they run the greater chance of injury like Michael Vick. Vick is awesome to watch on TV but if I needed one QB to build a team around it would be a pocket passer like P Manning. But of course if you can find a guy that has it all like S. Young and even Elway thats the best.
