Scat films are not illegal per se, the only porn which is expressly illegal is child porn. But movies about people rubbing shit on themselves and similar revolting acts have a higher chance to failing the three-pronged (pardon the pun) test for obscenity. Ship a copy to a community where this is obscene and you make yourself liable. Continentals make some of this stuff.
