Canada Customs have along and ignoble history of deciding, without benefit of a hearing, what is considered "obscene" under the criminal code. In the US this is referred to as "prior restraint".
One Gay & Lesbian bookstore took the gov't to court and the case went all the way to the Supreme Court of Canada (the bookstore won).
