I know in Ont. the OFRB has lost much of its powers thanks to the NDP -- which were pushing for the gov to stop wasting tax dollars on outdated things like censorship. Quebec, which is more lenient, still has legal Traci Lords movies lining store shelves. I've seen em', so I know it's true.
As for what is and isn't allowed in Canada, most everything is let in. Of the thousands upon thousands released every year, there's only maybe a hundred that aren't -- consult that SmokingGun list.
Some of the titles listed are obvious, Kerri Downs First Dog Encounter, is a given, and not allowed even in the US, but others, like No Cum Dodging Allowed 7, are just silly.

Yup, it always boils down to the degrading aspect of the vids. Jeff's flicks are almost always degrading (and rightly so) thus they are targeted by the gestapo at customs.
Violence is much more celebrated in the US, and rightly so.

I've seen em' all except Missy's and Gia Paloma's one. The Hillary Scott one was the most brutal IMHO. Audrey Hollander took a fucking monster dildo in hers.
I heard that the Gia Violation one was even cut in the US, apparently Ariana Jollee (sighs, what a babe) urinated into Gia's mouth or something. Who knows, it's all so romantic, I can't understand why anyone would want to stop others from seeing it.

Your mileage may vary based on your province. I've never - NEVER seen a pissing title on the shelves in BC and I've been in 2 or 3 videostores over the years 
Canadian distributors used to edit out the cumshots of US movies before allowing them to be released in Canada.
Based on the reviews I've seen, I'd guess that less than half of the product released in the US is availabel in Canada, but I couldn't say that was because of customs or lack of distribution.
Pissing is huge in my area.
Yes, there are some titles that aren't available in Canada and it has nothing to do with some archaic obscenity law or anything.
Ed Powers, for example, was cut off from his distributor in Quebec and now, cuz of that, his stuff is no longer available in the majority of Canada. Funny, Ed's shit sold like gangbusters up here (at least in my area), but now, nothing.
I've seen just about every JM Prod title up here. I even saw that Tampa Tushy thing up here, in its uncut double-fisting glory.

And rightly so. Canada is not as bad as Ontario was, in Ontario facials where not even allowed until about 7 years ago. I remember my first facial video was one I got was in Quebec. As far as a gag video. We don’t need that garbage stuff in our country. Just think about the reasons behind it, Yes we tend to go to extremes in porn gangbang, dp, dv, dvda, bukkake, etc… but these are things that some people actually like to do, and most like to watch, It’s odd to think that someone would actually like to puke, or choke, and who in there right mind could get a thrill out of something, where the whole point is forcible degrading. If they hade to take away something, I’m glad it that. Good for us

As a frequent visitor to Canada I can say that I have seen these "banned movies" in some video stores.After checking the smokingun list..It looks to me that these vids were confiscated at the border by customs officials who probably wanted then for their personal stash.Therefore if a Canuck wants to see these prohibited flicks;just rent them and don't try to smuggle them in.
