I saw one of these on a dually Ford in Colorado last year. I wasn't sure what kind of statement they're supposed to make other than the obvious "I'm an unapologetic piece of white trash". I was thinking it was maybe part of some lady's divorce settlement but no, there was a guy driving it who apparently wanted me to know that he thought fake testicles hanging on his trailer hitch was funny as hell.
