Gun bans are often used as a panacea for politicians who realize that while the real problem might not be easy to fix, they need to be able to claim they're doing something for the next election.

Canada is a good example. They've got a growing gang problem in some areas. That will take time to fix. But tightening the gun laws is easy to do before the next press conference so that gets done while the gang problem is allowed to fester.
