Don't know about the bonding issue, but with regard to shooting, it is generally a gray area almost everywhere except south california which has a legal precedent and a few states/cities where it is expressly illegal. There are plenty of pimps in florida but that goes for LA and even my neck of the woods in NY. The only reason it isn't so bad in LA has nothing really to do with being bonded, it has to do with the fact that girls have plenty of generally legit options as far as representation which is not the case outside of LA. I have had some EXTREMELY bad encounters with some florida people, some of which were talent trying to act as agent, and in a few instances when this happened, someone like hailey would whip out her phone, call someone right there in front of me, ask if they were available, and put me on the phone to work it all out. I consider that one friend helping other friends-me and the girl. The problem is there aren't many true friends in this business.
