South African authorities said on Tuesday they were preparing to recommend the seizure of five white farms, because negotiations to buy them for a land restitution programme were taking too long.

A land commission in North West Province said last week it had moved for the first time to seize land from a commercial farmer. On Tuesday, commissioner Blessiing Mphela said final notices were being prepared and would be served on five additional farm owners next week.

He said the notices state the government position that further negotiations would be fruitless. He said if landowners continued contesting the process after receiving the notice, the commission would recommend to the land affairs minister that the land be expropriated.

Willing buyer, willing seller rejected

The commission was set up to restore land that black South Africans lost under apartheid. Previously, South Africa maintained a willing-seller, willing buyer approach to land reform, but the government accuses some farmers of asking too much and dragging out sales.

Deputy president Phumzile Mlambo-Ngcuka indicated in July the government was considering getting tougher.

Mphela said claims for restitution of the land on the five farms came from some 1 200 households. He said they were in most cases previous title deed holders forced to sell to the apartheid government under racial zoning laws.

Officials had been negotiating to buy the five farms for six months to a year, Mphela said.

"In some cases it is simply a lack of co-operation, in others it's a dispute around the value of the land and the validity of the claim," he said.

He said the commission would use land expropriation as a last resort.

Since we know South African agriculture, and then their whole economy is going to suffer from this idiocy a la Zimbabwe, isn't there some way for us imperialists to make money off of this since its a sure thing? Like betting against the dice in craps. Anyone follow me here?

Gambling? Sounds like a wonderful opportunity to start an XPT deadpool! I think I can create the rules, and maybe we can get Tony Malice to make it official. Here goes:

1.) The object of the XPT deadpool is to successfully guess, or come as close to - but not exceed - the number of monthly starvation deaths in South Africa, starting the beginning of next month. (10/1/05)

2.) The deadpool is open to all XPT members, who may venture one - and only one - guess as to the number of South Africans who will die from starvation. This number, once submitted, cannot be altered until the next month, when betting begins anew.

3.) The number of starvation deaths is to be determined by UN data. Should no UN data be available, Tony Malice or Jeff Steward will arbitrarily choose the most authoritative source they can at their own discretion.

4.) At the end of the betting period - one month - the person who guesses the correct number of starvation deaths - without exceeding the total number - wins a DVD, donated courtesy of XPT's pornographer ownership. Irony shall require that a starvation death deadpool offer a swallowing themed DVD as a reward whenever possible.

I'm slowly backing away from the edge...babysteps...babysteps...*deep breath*...one more step...done! I'm sane again.

For anyone slightly disturbed, I was kidding. Nothing like a little gallows humor to end the night with. Either way, I'm off to get some pizza. Feel free to do the same.

As long as the South African government pays the farmers "fair market value" for the land this is not different than what is done in the US. The government may take or "expropriate" any land you own whether you like it or not - you have no say in this - and they need merely pay you the "fair market value" plus some kinds of damages to the remaining property.

Generally in the US there will be a negotiating effort. But that isn't required and doesn't always happen. Six months would be a long time to drag out negotiations: when I had some land Taken recently I drug it out four months and that was about all they could handle.

On the surface I don't see the South Africans as doing anything that isn't done in the US. It certainly isn't what Mugabe is doing.

One does hope that they take care to ensure that the new owners are in fact competent farmers...

I'm sure land seizures could be done as responsibly as possible. But, fair market value or even an over-valuing for land isn't necessarily going to make the former owners happy. For people like farmers their land is their way of life. They've got their cows already there, they know where to plant their crops, they know who to sell to locally. Being uprooted and told to go somewhere else probably doesn't mean an entire new way of life for most, but it's a pretty decent sized shock to their system.

If S. Africa is doing it responsibly though, I can't imagine land seizures would destroy S. Africa.

That is in fact a major problem. At South African Airways they were firing most of their white male employees to fulfill government quotas and replacing them with blacks. The problem occurred when they realized the black workers weren't capable of doing the work (especially on the flight line) and hired up to 2 more to help and they still can't get the job done so they had to contract back the white workers to actually do the job. It's a real fucked up situation over there.
