Total immigrants to the U.S. declined after the Sept. 11, 2001, terrorist attacks, partly because of increased security measures, the Pew Hispanic Center reported Tuesday. The 2001 recession also was a likely factor, reducing jobs available in the United States.


Now the number coming to the country is on the upswing again.


Immigration _ both legal and illegal _ topped 1.5 million people in 1999 and 2000, according to the report. The number of people entering the United States then plummeted to 1.1 million people by 2003, the same level as in 1992.


Immigration bounced back to 1.2 million in 2004, but the report cautioned that it is difficult to say whether the recent upswing is part of a new trend.


"The extremely high (immigration) flows at the end of the past decade were not the norm, nor part of a long-term trend, but rather the peak of a momentary increase that lasted for only a few years," said the report, by demographer Jeffrey Passel and Roberto Suro, a former journalist who is director of the Pew Hispanic Center.


The report documents immigration levels from 1992 to 2004, generating estimates from a variety of Census data.


The Pew Hispanic Center is a nonpartisan research organization supported by the Pew Charitable Trusts.


Border security gained national attention last month after the governors of two states, Arizona and New Mexico, declared states of emergency on their borders with Mexico. The governors cited security shortcomings by the federal government.


Homeland Security Secretary Michael Chertoff said at the time that he had already ordered a review of border security strategy.


"The Pew report is yet another indicator that the immigration system is broken," said a statement by John Cornyn, chairman of the Senate's Immigration, Border Security and Citizenship Subcommittee. "Immigration reform must be comprehensive and address both enforcement and improved avenues for legal immigration."


The Texas Republican has co-authored a bill that would create a temporary worker visa, as well as a mandatory system for employers to check on the immigration status of prospective employees.


The Pew report said immigration levels closely mirror economic conditions in the United States _ as the economy improves, immigration increases _ suggesting that the lure of jobs is a strong factor in attracting people to this country. The U.S. economy appears to be a stronger factor than economic conditions in the countries sending immigrants here, the report said.


"The U.S. economy was obviously a very important factor in determining these flows," said Suro.


Among the report's findings:


_Since 2001, the number of legal permanent residents entering the United States has declined from 578,000 to 455,000, while the number of illegal immigrants has increased from 549,000 to 562,000. Legal, temporary residents account for the remainder of people entering the country.


"We've seen a fairly steady growth in the number of undocumented immigrants living here, and this data shows very sizable numbers coming in," Passel said. "We're clearly not stopping them at the border."


Declines in legal immigration "appear to reflect processing backlogs, security delays and other developments that followed the Sept. 11 attacks," the report said.


Mexico accounted for about a third of all U.S. immigrants, a percentage that was steady from 1992 to 2004. Other Latin American countries accounted for about 20 percent of all immigrants, Asia accounted for a little more than a quarter, and Europe and Canda combined to account for about 14 percent.


More immigrants are shunning states with large immigrant communities, such as New York and California, and moving to states with smaller foreign-born populations, such as North Carolina and Iowa.

Now we have DMV style bureaucracy providing "security" at our airports, our immigration laws have been complicated to the point of discouraging lawful entry, and - of course - we have millions of new government jobs created to provide for "homeland security".


However, we've left the entire southern border wide open.


Our only hope is that Mexico is willing to keep terrorists from entering from the south in order to preserve the status quo of dumping their poor into the United States in lieu of solving domestic problems. (A practice I particularly dislike.)

And you know why this is probably like this. Bush had to have the latin vote. Now that he's not up for re-election, maybe he'll do something about it.

Note that this is strike 2 against his homeland security department. The other being the Katrina thing. Or, really strike 1 since it's been around longer.

I saw a thing on TV today where Hillary is trying to position herself as a moderate to take advantage of this issue in 2008.

Incumbency won't be an issue in the next Presidential election, and Cheney will probably not be running, so the Republican candidate should go (mostly) untainted by Bush's open borders madness, plus the insane gov't spending, and maybe a few other questionable issues. (I'm assuming a non-Administration candidate - perhaps McCain. Condoleeza would be readily slimed with all of Bush's baggage.)


Hopefully the next guy can step back from the brink and leave Hillary with nothing to exploit, particularly in regards to illegal immigration and wasteful spending.

Not that I know anything. But, I'm still under the impression that Bush can pull off a decency legacy. He's tried so many bold initiatives, they mostly seem result based.

Yeah, he got Saddam out of Iraq. But, the whole Iraq War thing is going to depend upon whether or not we can get most of our troops out of there, and whether / not Iraq has a civil war. People are getting louder and louder about a civil war there, but they've been saying civil war the whole time, and there hasn't been one yet.

As far as the spending goes, I remember about three months or so ago they were talking about how the federal government had collected $100 billion more in taxes than they thought they were going to. Eventually the economy will pick back up, and from what I've read it's not uncommon in these times for the govt. to collect more taxes than they thought. So, maybe by the end of his term, the deficit won't look so ridiculous. The current argument saying the deficit isn't so bad is that it's a percentage of GDP comparable to the high end of what it's been in the past. And, this country has been through several issues during Bush's administration. Unlike Clinton's rollop through the flowers.
