It's my understanding that South Africa is talking about an American-style Taking, i.e., with full compensation for the landowner at fair market value. They are not talking about Mugabe-style thuggery. Whether or not they can really afford it is unclear, but they seem to realize that Mugabe has ruined his country with his tactics.

It would probably pass constitutional tests in the US if I'm reading the article correctly.
