Hell their own police were running scared.

They weren't scared; they were grimacing from the weight of that big screen TV they were carrying out of the store to, uh, protect it from looters. That's it: they didn't to leave that TV for looters to take.

Just as bad as the mayor's performance has been behavior by the police. I will accept most have nothing to do with the problems, but clearly hundreds not dozens have. How can this happen? Hurricanes and other disasters have happened before but I can't think of any other case where so many police became part of the problem. What is it about NOPD? I don't recall even LAPD having this problem in the Northridge earthquake. This is something for the mayor and police chief to answer: a crisis is the wrong time to find out that you've got 30% bad apples.

And the governor sure hasn't had much to say about her performance in this - why she didn't choose to send in nearby buses to evacuate the Superdome and convention but instead waited for FEMA to bring them in from out-of-state, why she did send in extra state troops when the local police clearly couldn't cope but instead waited ... She has a crisis management department working for her, along with all of the state's resources. As far as I can tell all she did was ask Bush for $9M two days before landfall, and resist deployment of federalize Guard and troops.
