Actually I think Canada has. But as you might expect there was some bureaucratic red-tape in Washington and the Canadians haven't been able to get here.

And once in they might not be able to get into Louisiana. At least one fully equipped US mobile hospital with 100 beds was refused entry into Louisiana because they didn't have the right paperwork.
