That decision was made solely by the Mayor of New Orleans, who is black. Bush had no say in the matter - it's not his decision to make, and he can't overrule the mayor & governor.
It appears that the Mayor had no inkling there was a plan already worked out to handle the situation, and had no idea he had the resources on-hand to carry it out. Instead he tried to "wing it" on the fly and made at least three critical blunders:
1. He didn't evacuate residents without autos on Sunday.
2. He didn't start evacuation preparations Tuesday morning while waiting to see if levee repairs would work.
3. And the big one is that he decided not to evacuate even after the flooding was inevitable (when told the levee breach could not be repaired).
