Who says she has no money?

I live in central Texas and I have a neighbor down the street with no electricity, no air conditioner. She's lived there 60 years and has never had it, sees no point in spending all that money.

The fire department has a note for the dispatcher that if smoke is reported coming from that house to call a neighbor to check before sending a truck: it's probably just a false alarm from someone not used to seeing smoke from a wood-burning stove in summer Texas heat...
