After a little research, it seems that condoms are used in most Brazillian vids because the industry is extremely active in promoting hiv/aids education and seems to be leading by example. Brazil actually has a very low rate of infection with actual cases being about half of 1992 projections.

In the article, one of the biggest things you will find is that the current US presidential administration is not helping things... which is pretty fucked up.
