Okay, just to be the kid in class that yells "you forgot to assign us any homework", does/can this apply retroactively to old multiple accounts?

I personally agree with your new policy. Every once in a while someone pulls off a good prank with an alternate ID ala DTDanza but for the most part they are a tremendous waste of time and energy. People will still pull off the pranks using alternate methods but at least they will be the ones smart enough to use proxy servers and whatnot.

I was tired of my alternate ID anyway.
