eh, there's probably very little wrong with instituting some kind of indentured-servitude for the bottom 10% of humanity when you take into account just how massively they're fucking up simple stuff like "take care of offspring" and "pay utlities not buy television". and most importantly not going to prison for extended and expensive periods. instead of spotty federaly-subsidized cheese and healthcare, get a real roof for them, make them do work they thought only mexicans would so you can send the mexicans back, make sure they're eating real food and taking care of themselves and let them prove they can do something other than itinerant labor. this has nothing to do with race, it's equal-opportunity. or lack thereof.
