My guess is that they are cheap labor. Pay regular looking male porn stars to do bukake at a premium price or pay a bunch of homeless fucks and paroles a little money to do it. It's simple economics.
The important thing is that the porn fans who look like these nasty bastards will be able to dream that they have a chance at blowing a load on these girl's faces. I call this the 'Ron Jeremy Effect', he sells videos because disgusting looking guys everywhere see him with a beautiful girl and they then believe that they also have a chance at her.
Most of the rest of bukake viewers probably only care about what the female looks like and barely notice the guys.
