cops almost always outnumber badguys in shootouts and more cops keep showing up. high-capacity semi-autos with wadcutters are useful for guys like tantas who potentially need to kill ten people, but not for cop-situations. they've usually got cars for cover and they don't need to shoot their way out of a situation, so it's ridiculous when they just keep shooting at engine blocks and guys in body armor with buckshot and 9mm hollowpoints. an m-16 on full-auto isn't something your average cop should be using either, given they've got minimal training with it and probably don't practice with the thing. teach them how to shoot and put a medium-bore or higher rifle with FMJs in the trunk for crippling vehicles and the tweakers with vests and encourage the ones that are strong enough to carry .357s or something else with a signifigantly-higher FPS.
