It's not money wasted. Harm reduction makes perfect sense. The cost of trying to stop drug use through law enforcement combined with the cost of long term care for junkies who contract HIV or Hep C far exceeds the cost of a harm reduction initiative.

there has been needle exchanges for years, even trucks that go around and talk to them, its not going to work. Of course harm reduction would prevent alot just like giving the whores condoms and by the time they get this pamphlet lots of them already have Hep C.
