Some of you might be forgiven for thinking that there was no plan in New Orleans. But that's not the case at all.
May I present the SOUTHEAST LOUISIANA HURRICANE EVACUATION AND SHELTERING PLAN (PDF), from the website of the " Louisiana Office of Homeland Security and Emergency Preparedness ", revised January 2000. Would someone please give a copy to the Mayor?
There were apparently 200 MTA buses and 300+ school buses in New Orleans during the mandatory evacuation that were never used, and weren't flooded until 36-48 hours after they were needed. That many buses is more than enough to have evacuated in less than 12 hours everyone who was left behind.
As incredible as it may seem, New Orleans apparently had a plan, had all of the resources they needed locally - within the city, not just the region, needing no help from FEMA or even the state of Louisiana - and still managed a crisis management performance even a third-rate prehistoric tribe would be ashamed of.

JRV, Mucho gracias, but this board isn't Lefty Haven (aka ADT) where all of the world's ills are capriciously foisted upon Bush  BTW, my hometown has already received around 6,000 troops from Keesler AFB, Biloxi, MS, and the base here expects to receive the rest over the next few weeks. Keesler is a training base with around 30K plus students. It's situated between the U.S. highway 90 (beach highway) and the Back Bay. When I heard the MS governor state that D'Iberville, which is located behind the Back Bay, was under six foot of water, I knew Keesler was obliterated

Fine blame Bush. Feel better? I doubt it- I can't absolve Bush of any guilt, he and many others on local and state levels could have done better jobs. The big thing is that they learn what they did wrong and fix it.
As far as the alternate ids go- I will put the question to our own resident rocket scientist- JRV. Am I one of the aliases that Jamie listed?

Yup, but Bush is THE PRESIDENT and is supposed to act like a leader. He IS to blame for cutting funding specifically designed to strengthen levees, for sending much needed National Guard troops to be apart of a stupid fucking war for oil, and oh ya, for being a right wing asshole that nominates pricks like Gonzalez and John Roberts to be in positions that take away people's civil rights and channel finances into important things like stopping things like pornography for consenting adults. Money that would be better used strengthenig levees. Anyways, ya, I do feel better.
Sorry, but seeing the poorest of the poor in New Orleans dying on my tv every night for the last week has pissed me off a bit, especially when Bush, a leader of your great nation, is doing photo ops to try to curb is his decreasing poll numbers. And people like racist gun-loving hick clowns like Klown aka Tanta aka Smutmutant are actually defending him. Fuck him, fuck them and fuck you!

James - there are a couple of things to remember here. First, disaster planning and crisis management are things run by the states, not the federal government. FEMA supplies a lot of resources and pays for the logistics. It's the locals – mayor, governor, county whatever – that writes the plan and leads it (with strong FEMA participation)
In particular FEMA is responsible for reserve resources on a large scale - for example, FEMA ensures there are a million blankets available somewhere so that each state needn't duplicate each other's efforts. Contingency leases on airplanes would be another example. FEMA is the rich uncle the states can rely on when it gets expensive – FEMA doesn't lead except in unusual cases, and a hurricane isn't unusual.
The basic idea behind local control is that people on-the-spot have a better idea of the local conditions and circumstances than some bureaucratic automa in Washington. A desk jockey in Washington might not realize New Orleans sits well below sea level, for instance.
There are strong legal restrictions against sending in troops or Guard forces from out of state without the state's permission. In this case the governor of Louisiana has granted only limited permission - troops may deliver water and evacuate refugees but may not confront or deal with looters or snipers. That's the governor's choice. The governor could in fact order Honore and the feds out as long as she could keep order and peace.
Finally note that hurricanes aren't that unusual here. I've "ridden out" three when I lived on the coast. Florida has even more. The preparations needed are well known to those who live on the coast and not particularly difficult. New Orleans appears to have been hit by a fairly average hurricane - it's Mississippi and Alabama that got whacked really hard.
FEMA shares blame with the Governor of Louisiana and the Mayor of New Orleans, but FEMA is no more responsible than they. New Orleans had the resources to evacuate on their own initiative until sometime Tuesday, and the Governor had the resources at every point but never used them, instead forcing FEMA to bring things in from out of state after it was too late.
I am personally beginning to settle on Tuesday morning as when FEMA started to go bad. Monday evening things were fine, better than expected (the Mayor said so on TV) and there were no flooding problems from the hurricane.
But Tuesday morning there was still an unrepaired levee breach, and it was a large one, and there was some flooding. At that point evacuation contingency plans should have started. There should have been a panic when it was announced the breaches couldn't be repaired, and frenzy when the mayor decided not to evacuate ahead of the inevitable flooding. And I mean at FEMA too, not just the governor's office.
Had Bush sent Honore in to take over from the locals Tuesday night instead of Thursday ~ 40 hours might have been saved. That's 20-20 hindsight but if you're going to pick a time and say the President might have reasonably acted to replace the existing crisis management team I think you say that the mayor's decision not to evacuate in spite of inevitable flooding is it.
We'll have to see the actual timetable after the investigation to see exactly when the mayor first told FEMA the levee might not be fixed, and what Bush was told by FEMA, and when. Bush obviously knew Thursday, or at least realized what he was being told was garbage, but how much earlier is unclear.

The same thing would have happened no matter who was president., Bush, Clinton, Carter, or even Reagen. No one was prepared for this period. It took everyone by surprise. Tell me how much aid has been offered by the Canadians, Huh? My guess would be none. If some city in Canada was in such bad shape you couldn't keep the medical supplies and food from coming off the planes from the US. All we get from your wonderful kuntree is lectures. Do you know how this speaks volumes of you as a culture?

Actually I think Canada has. But as you might expect there was some bureaucratic red-tape in Washington and the Canadians haven't been able to get here. And once in they might not be able to get into Louisiana. At least one fully equipped US mobile hospital with 100 beds was refused entry into Louisiana because they didn't have the right paperwork.

Just curious dude- what name do you post under on ADT?
There's three posts I think, all under Jamie L. Brian. That's the only name I use and the only name I've ever used on these discussion forums.
The last post I made was about a year ago around the time Ariana Jollee did the 65 Guy Creampie video. I don't like ADT, and never have. Too many rules over there. Think I'm lying? I promise you Cleetus, I aint.

I believe New Orleans had a very large homeless population. They weren't able to evacuate, they didn't have the means. Also in our country it is considered a degradation to refer to black people as niggers. I'm not trying to lecture just letting you know.
