That is most definitely rebar in that photo and to my trained eye it looks like rebar in a footing yet to be poured rather than rebar exposed by a storm surge that somehow dissolved all the concrete poured around it. My point is, if the rebar and foundations in that photo get built upon, it will digest itself in a very few years. If rebar is needed at all up there when you build on top of rock it's for seismic purposes.

I've never really considered privatizing FEMA but since you asked...I think it could be and would perform better but in this case would probably cost more but maybe not. A private contractor could not do this without thousands of people on stand-by, so a contractor would have to pay otherwise employed and pre-qualified responders a retainer that guaranteed they'd drop everything when FEMA called. This may or may not be less than paying a federal wage and benefits to their fulltime employees.
A better question is, FEMA a Federal responsibility? Nothing prevents Washington from transferring cash to an affected State to rebuild as it sees fit. 49 States help 1 or 45 help 5 as the case may be. Since LA mismanaged their crisis so badly, maybe next time the 45 unaffected States chose to help 49 and let LA go it alone. Kind of like I've done after learning abuses at United Way and Red Cross. In the event of War, it would fall to the military anyway so my biggest issue with FEMA is how large it's become and if it ought to exist in the first place.

Personally, I think things are set up just about as well as they're going to be. FEMA doesn't operate in a vacuum. There are churches, charities, big companies, small companies, NGOs...individuals who go to Costco and buy a skid of bottled water. Is it perfect? No way. It never will be.
But the proof is in the puddin, to coin a phrase. When there's an earthquake in some Third World hellhole, who gets the call? The Kenyans? Fuck no. It's the good ol' Great Satan. There's a reason for that. The System does the best it can in really terrible situation.
When we lived in God's Country, there was some major flooding and FEMA rolled in. When it was all done the biggest kerfuffle was over some local vendors getting together to rig the bidding process. No big deal. When they were done, FEMA left. I'm not a big buyer of the FEMA Shadow Government conspiracy stuff.
As for Romney wanting to privatize FEMA, I can't defend it. We probably also disagree on the weed issue. Anything the government does, the private sector could do more efficiently and for less money. The problem is since we can't seem to keep our politicians from engaging in nepotism, cronyism, and pay for play (this is both sides of the aisle here) the private sector companies often contracted by the government aren't scrutinized as diligently as they need to be, which leads to waste, fraud, and abuse. Not to mention the sheer size of the federal government makes watchdogging private companies, working for the government, as well as the more obscure bureaucracies, like the GSA (general services administration), nearly an impossible task. Smaller more simply organized government bureaucracy and a great deal more transparency could solve a lot of these problems.

Ugh. Saw a helicopter flying over today assessing damage. Then some energy company contractor was in the driveway across the street and he said not to expect power anytime soon.
They haven't touched a powerline in my area yet. They were working on a HUGE tree that came down across a road on one side of my block. I guess that is the M.O., make all the roads drivable, then worry about the lines. I saw bucket trucks all over today.
I'm hoping we get power back by Monday. I need to earn some money or I'm going to have to resort to selling my body. I'll have to charge by the pound, cause if I charge by the inch, it'll take me all week to afford a pack of smokes.
I've heard of some people trapped on their streets, because they got power lines and trees down on both ends. I have driven over power lines on a couple roads, but it scares the shit out of me.
Saw a video of a tree in Brooklyn bursting into flames when they flipped the power on in that neighborhood (power line down on it). Article said there were a few basement fires started too. I guess the panels were wet and blew the fuck up.
I heard that FEMA will be flying in crews and equipment from anywhere too far to drive.

Joe Wheeler EMC said they did not respond to New Jersey, but did go up to Maryland and headed home once they were done.

It's 51 degrees in NY right now at 11:15 their time. How cold is it going to get tonight, especially for people with no electricity or heat?

For ppl who still have no power, most of the chain eateries have generators and are open. Problem is, if you're not in walking distance to one, you may have trouble getting to one depending on your subway situation.
That said, I know a few ppl whose apartments are fine, but no power for a week. They've stayed in their homes and just deal with taking cold showers. Some of my friends are staying uptown with friends just because there's warm water and it's close to their jobs.

They say they will only be using recruits from the academy to man the marathon. Retired cop called into the radio show and said the 1200 recruits they may have would be enough for the Brooklyn leg. He also said that the recruits would still need Sgts, Lt, and Capt, around telling them what to do.
People are organizing protests online. I'd lay 10-1 that there will be at least one riot.
I made the mistake of being in NYC last weekend and my flight out on Monday got cancelled. I rode out the storm in a hotel in Hell's Kitchen and finally flew home Thursday.
From where I was, Monday was just a windy day with medium rain, power didn't go out. However, after that, almost everything in Mid-Town was closed, because most anyone who works there has to commute from somewhere else and all mass transit was down. Restaurant row on 46th was mostly open though, which was nice.
The ride to JFK through lower Manhattan was navigated through streets without power, cops directing traffic on some intersections. Trees were down everywhere in Queens.
I'd had a nice trip through the North Fork of L.I. wine country over the weekend. I've heard they might not have power in parts of L.I. for at least a week or two.
The disparity between the storms impact where I was and say, Staten Island, is striking. I've heard there are bodies washing ashore regularly now along the more populated sections. It's a shame, the gov't clearly advised evacuation for virtually all of those areas.

The story's been updated. Seems Ray Hardin of Decatur Utilities made a rash and wrong assumption. It also seems that, after a half-hearted attempt at proceeding to New York, or anywhere else they were needed, Hardin sent them home:

Maybe one of you fellow NYers can answer this for me. Are there actually any buildings in Far Rockaway that are 20 stories high? I can't remember anyone ever confusing Rockaway with downtown Manhattan.
I'd guess there are. In Breezy Point they started to build some high rises in the 80's(?). They got the foundations in. From what I heard, when someone realized that there would be no low income, because there are like next to no busses out there and only a bridge connecting it to Brooklyn, they put the kibosh on it. I think they finally removed or filled in the foundations a few years ago.
Breezy is almost all union Irish (NYPD, FDNY, carpenters, etc.) Very nice people.

I heard a lot of people got their generators looted. Chain is becoming a hot commodity.
One woman on the radio said that after her generator and gas were stolen she replaced them. They bolted the generator to her deck, and she left a gas can next to it that was 1/2 water and a ton of sugar.
Power came back on about 8AM.

Kelly was first appointed by Dinkins in the last 18 months of his term, which was about the only smart thing Dinkins did. On my way back after 5PM, the bus got stuff for about 1 hour and 50 minutes in traffic from Beach 116th street to all the way after Kings Plaza. Everyone was on their way out of the Rockaways: Ghetto Zone.
Everyone wants to get on the bus, but I always make sure than I get on as first as possible so I can get a seat to sit on.
