Regardless, I think that you're overreacting. When there was an HIV outbreak back in 2004, the local government tried[2] to require condom usage then as well. As a paper[3] that Peter Kerndt co-authored in 2007 points out, that failed to stick. If that paper is still accurate, then the California government's regulation of the adult film industry is not comprehensive; rather, it's mostly limited to OSHA complaint response and 2257 enforcement.
