Yes, she is hot... not as primary lights! Too harsh, no way to control them. I have a couple exactly like that but I use them for lighting background elements not the actual scene.
It may be a "house under construction" set and the lights are perfectly acceptable for the setting. It's pretty hard to guess with a single photo taken out of context.
