The FTC loves the North of the East. Ain't my field, so I never looked into it, but there are a huge number of nationwide scams invoking the magic words ("mail fraud") that get prosecuted here by the Feds, in the US Circuit/Northern District/Eastern Division. Google the FTC's past press releases, you'll see them all and you'll see that the Feds nearly always get at least a settlement out of it (which is maybe why they do it, hmm...)
